Steve has spent the past 27 years in the Professional Liability segment of the insurance industry in roles as a business leader, manager and underwriter. Steve started and managed successful professional liability businesses for three carriers prior to joining W. R. Berkley Corporation to form Berkley Alliance Managers in 2013. Throughout his career he has succeeded in hiring and cultivating teams of specialist Professional Liability underwriters and claims people to build innovative insurance solutions in specialty markets.

Ray is the originator of the owners and contractor’s protective insurance coverages which are now the preferred approaches to underwriting project specific design and contractor’s professional liability, especially as it relates to design/build work for contractors. Ray has over 20 years of underwriting experience in design and construction professional liability insurance having spent the last 7 years building a program at a leading insurance carrier and 15 years prior to that at a worldwide insurance company where he originally created the Construction Professional Liability and Owner’s Protective insurance coverages. Ray is a frequent speaker at industry gatherings and graduated from Valparaiso University, Indiana with a B.A. in International Economics and Specialized Studies in Latin America Culture.
Executive Vice President, Chief Claims Officer
Laila has been a claims professional dedicated to the construction and design industry for more than fourteen years. Prior to joining CP, she was the Director of Design & Construction Professional Claims for a leading insurance carrier for design professionals and design-build contractors. Laila created, grew and led that claims department for that carrier. Prior to that, she was VP, Executive Claims Counsel & Regional Claims Manager for a leading A&E insurance carrier. Before entering the insurance industry, Laila practiced law with Booth, Mitchell & Strange, LLP in Orange, CA. She is graduated from Pepperdine University School of Law with a Juris Doctorate and Pepperdine University/Seaver College with a B.A. Degree in Communications and Business. She is a licensed attorney and a member of ACEC’s Risk Management Committee, ACEC’s Legal Counsel Forum, IRMI and the Claims & Litigation Management Alliance (CLM). She is based in Irvine, CA.

Ed joined BCP in 2015 with 24 years in the insurance business specializing in both the Construction and Environmental insurance underwriting arenas. Prior to joining BCP, Ed was with a leading insurance carrier for 7 years. He began his tenure by assisting with the start-up of their Construction Professional business unit before switching over in 2010 to establish the Environmental business unit. With a staff of five, he oversaw the Environmental unit’s entry into a crowded marketplace with innovative products and quickly built a strong following of brokers and clients. During his time spent leading the Environmental underwriting unit, he contributed profitable growth to the company’s bottom line. Prior to that, Ed spent 13 years with a worldwide insurance carrier. During his first seven years he held numerous regional and home office roles with the Environmental unit. In 2002, he joined Ray Bustamante to establish the Construction Professional unit where he held various positions during his tenure including the role as Managing Account Executive for the Northeast region with a staff of four. His team’s book of business contributed significantly to the profitability of the Construction division. Prior to that, Ed began his career with another worldwide insurance company in their Environmental division. Ed holds a BA degree from Clark University of Worcester, MA, with a double major in Biology and Environment, Technology & Society. In addition to being an active member of his community, Ed has authored insurance articles. Ed resides in Parsippany, NJ with his wife and two sons.
Chris McQueen, CPCU, ARM, CIC

Chris has over 20 years in the insurance industry with the last 15 years specializing in the Construction and Design Professional liability industry. Chris was most recently with a leading carrier dating back to 2008, creating a successful ground-up construction professional/pollution market with Ray Bustamante before being tapped to head that company’s Design Professional Liability team in 2013. The prior six years were spent at a worldwide insurance company providing key underwriting support for the above noted professional lines. Prior to that, Chris worked with a leading carrier for design professional’s professional liability insurance. Chris is a graduate of The University of Georgia with a BBA in Risk Management and Insurance. He is active in the CPCU Society and was recently awarded the Outstanding Course Leader distinction as an Institute Instructor. Chris resides with his wife about an hour north of Atlanta.

Peter has more than 20 years of professional liability underwriting experience with design and construction related firms. Peter was most recently with a leading carrier the last seven years, creating a successful ground-up construction professional/pollution market with Ray Bustamante. The prior seven years were at a worldwide insurance company providing key underwriting support for the above noted professional lines. Prior to that, Peter worked with a leading specialty carrier for design professional’s professional liability insurance on a regional and national level. Peter is a graduate of Utah State University with a B.A. in American Studies. Peter resides in Centennial, CO with his wife and family and is also an avid wildlife gardener.
Robert J. Connor, JD, CIC

In his 20 years in the professional liability insurance industry, Bob has served in a number of roles including underwriter, regional vice president, retail broker, wholesale broker and business development manager. Prior to joining the insurance industry, Bob practiced law. His varied experience provides Bob with a unique perspective that will assist him in his primary roles of distribution management, communication, brand promotion and new product development. Bob graduated from Ithaca College with a B.S. Degree (with honors) in Economics Management and from St. John’s University School of Law with a J.D. Bob is based in Oklahoma City, OK.

Eric joins BCP after three years at a leading carrier where his most recent responsibilities as Assistant Director of the Construction Professional Liability practice included underwriting a portfolio of contractor and owner clientele and managing underwriting infrastructure and support aspects of the operation. Prior to that, Eric spent seven years in the construction practice at a worldwide insurer starting as a regional underwriter of Construction Professional Liability and Subcontractor Default Insurance in the Mid-Atlantic Region. Eric then moved to Chicago to perform the same role for the North Central region of the country along with underwriting a small portfolio of construction casualty accounts. Eric is a graduate of the University of Wisconsin-Madison with BBA degrees in Finance and Risk Management & Insurance. He lives with his wife and two daughters in the Chicago area.
David Pacifici, CIC, CRM, RPLU

David has over 25 years in the insurance industry with the last 20 years specializing in real estate development, construction and design professional accounts. David was most recently with a leading carrier, starting in 2010, as Senior Underwriter where he underwrote several large, high profile projects as a result of his strong broker and client relationships. David was also an Account Executive with a worldwide broker’s Construction Service Group and spent 15 years as a broker and Account Executive with several southern California insurance brokerages, handling middle market accounts in the real estate, construction and design firm spaces. David attended the State of University of Binghamton, NY. He also holds the following designations: CIC – Certified Insurance Counselor; CRM – Certified Risk Manager; RPLU – Registered Professional Liability Underwriter. Anthony has managed and handled claims for more than 25 years for a leading professional liability insurance carrier. He brings a wealth of A&E and construction related experience as well as knowledge regarding best practices and risk management. In his role as Professional Liability Claims Manager, Anthony provides managerial oversight to our claims staff. He received his Bachelor’s of Business Administration from Iona College. Anthony is based in Central Valley, New York.
Walter J. Adams, Jr.

Walter has over 16 years experience handling claims and is licensed to practice law in New York. Prior to joining BCP, Walter was Senior Claims Counsel, handling A&E and Contractor’s Professional Liability Claims for a leading insurance carrier. He also practiced law at a NY law firm handling professional liability, general liability and environmental coverage matters, as well as, construction coverage litigation. He has a B.A. degree from the State University of Oswego New York and a J.D. degree from Fordham Law.
